• For articles with an open access application made to TÜBİTAK in 2026 that are still “Under Review,” if they are accepted between August 12 and December 31, 2026, open access support cannot be provided under the agreement as the 2026 quota is depleted. The article will automatically be directed to the “Author Pays” option.
• For articles with an open access application made to TÜBİTAK in 2026 that are still “Under Review,” if they are accepted in 2027 and a quota is available, the post-acceptance author workflows can be completed to benefit from the agreement.
• For articles submitted directly to the journal in 2026 that are still “Under Review,” if they are accepted in 2027, an application can be made to benefit from the agreement by completing the post-acceptance author workflows, provided a quota is available.
• To benefit from the agreement in gold/fully open access journals—regardless of whether an open access application was previously submitted to TÜBİTAK or not—the agreement can be utilized if a quota is available on the date the article is accepted and post-acceptance author workflows are completed.
• Making an open access application to TÜBİTAK and receiving approval during the article submission stage to a gold/fully open access journal does not constitute a quota reservation. The approval granted by TÜBİTAK is a “conditional approval,” meaning that the conditional approval becomes effective only if a quota is available on the date the article is accepted and author workflows are completed.

Hybrid Journals:

The 2026 quota allocated for hybrid journals was exhausted on September 15, 2026.

• Open access applications cannot be submitted for articles accepted between September 15 and December 31, 2026.
• For hybrid journals, post-acceptance applications can be made to benefit from the agreement.
• For articles accepted in 2027, provided that a 2027 quota is available, an application can be made to benefit from the agreement by completing the post-acceptance author workflows.
• In order for the acceptance date of the article to be reflected in the system, the corresponding author must complete the license signing procedures and necessary author workflows following acceptance.
